PROJELER/ AVRUPA BİRLİĞİ KOMİSYONU VE KALKINMA AJANSLARI PROJELERİ

      Avrupa Birliği  Komisyonunun 2024 yılı  teklif çağrısı döneminde   Erasmus+ Programı ve Kalkınma Ajansları Projeleri kapsamında, Hatay Denetimli Serbestlik Müdürlüğü tarafından Taiex , Erasmus+ ve yerel  projelerin  hazırlanması ve değerlendirilmesi amacıyla  Ceza İnfaz Kurumları ve Denetimli Serbestlik  Müdürlüğünden sorumlu Hatay Cumhuriyet Savcısı Sayın Ali OKUR başkanlığında ; Hatay Denetimli Serbestlik Müdürlüğü, Hatay Açık Ceza İnfaz Kurumu Müdürlüğü ,Hatay Çocuk  ve Gençlik  Ceza İnfaz Kurumu ve Hatay T Tipi Açık ve Kapalı Ceza İnfaz Kurumu Müdürlerinin  ve projelerden sorumlu personelinin katılımı ile 12.04.2024 tarihinde Hatay Denetimli Serbestlik Müdürlüğünde toplantı gerçekleştirilmiş olup, Toplantı kapsamında alınan ilke kararları doğrultusunda Yerel,Ulusal ve Uluslar arası projelere Hatay Denetimli Serbestlik Müdürlüğünde bulunan yükümlü ve hükümlüler ile Hatay,Açık,Kapalı ve Çocuk Genç Ceza İnfaz Kurumlarında bulunan tutuklu/hükümlülerin yeniden suç işlemesini engellemek, boş vakitlerinin iyi değerlendirilmesini sağlamak, Hatay ilinde deprem sonrası oluşan eksik istihdama yönelik meslek edindirme kursları açmak,hükümlüleri  suça iten sebepleri azaltmak, hükümlülerin kanunlara ve toplumsal kurallara saygılı , üretken ve sorumluluk taşıyan bireyler olmalarını sağlamak amacıyla projeler hazırlanmasına ve ilgili birimlere/kurumlara sunulmasına karar verilmiştir.

1- ULUSLARARASI PROJELER

     2024 yılı Erasmus+ ve Taiex  projelerimiz arasında; hakkında denetimli serbestlik tedbiri verilen genç ve yetişkin yükümlülere yönelik yürütülen eğitim, denetim, takip, istihdam ve iyileştirme faaliyetleri gibi çeşitli alanlarda yapılan eğitim içerikli projeler vardır.

      TAİEX projeleri kapsamında, AB üye ülkelerin denetimli  serbestlik birimlerinde (probation)  çocuklar ile çalışan  personele yönelik  Avrupadaki çocuk adalet sistemi ve hizmetleri ile ilgili  mevzuatların incelenmesi ve denetimli serbestlik kapsamında  çocuklara yönelik verilen tedbir ve uygulamaların yerinde gözlemlenmesine yönelik  çalışma ziyareti konulu bir proje hazırlanmıştır. Projemiz Avrupa Birliği Komisyonu tarafından kabul edilmiş olup Haziran 2024 tarihinde Portekizin başkenti Lizbona çalışma ziyareti düzenlenecektir.

     2024 yılı Erasmus+ teklif çağrısı döneminde; KA122 Adu, yetişkin eğitiminde mentörlük ve dijital yetkinlikler konulu yetişkin eğitimi alanında proje hazırlanmış olup proje değerlendirme aşamasındadır.

     2024 yılı Erasmus+ teklif çağrısı döneminde ayrıca; Toplum içerisinde sosyal yaşamları sırasında cinsel istismar suçu işlemiş ve mahkeme tarafından hakkında hüküm verilmiş yükümlülere yönelik cinsel suç müdahale programı hazırlamak için Erasmus+ KA220 projesine müracaat edilmiştir.

     Proje başvuru sahibi Hatay Denetimli Serbestlik Müdürlüğü olup , proje ortakları yerelde Hatay Çocuk ve Gençlik Ceza İnfaz Kurumu ve Mustafa Kemal Üniversitesi, yurtdışı konsorsiyum üyeleri İspanya’da AHORA ve Macaristan da CYA’dır. Proje kapsamında cinsel suçlulara yönelik müdahale programı geliştirilecektir. Proje henüz  değerlendirme aşamasındadır

2. YEREL PROJELER

A. MESLEĞİMLE GÜÇLÜYÜM

        Hatay Denetimli Serbestlik Müdürlüğü olarak Nisan 2024 de  dünya bankasının Kalkınma Ajansları Genel Müdürlüğü vasıtasıyla yürüttüğü SEECO projesi açık çağrısına müracaat edilmiştir. Projenin amacı Sosyal Girişimcilik, Güçlendirme ve Uyum Projesi (SEECO) faaliyetlerini planlama ve uygulama süreçlerinde misafir ve ev sahibi toplulukların ekonomik hayata katılımına dair  sosyal uyum konularında kapsayıcı ve duyarlı bir yaklaşım geliştirmektir. Proje kapsamındaki amaç  Hatay Denetimli Serbestlik Müdürlüğündeki yükümlü ve Hatay Açık Ceza İnfaz Kurumu Müdürlüğü ile Hatay T Tipi Kapalı ve Açık Ceza İnfaz Kurumu Müdürlüğünde hükümlü olan 200 kadın ve gence kaynakçılık mesleği edindirerek onların  toplumda istihdam edilmelerini sağlamaktır. Projeye müracaat edilmiş olup proje değerlendirme aşamasındadır.

B. SOSYAL HAYATA HAZIRLIK

UNİCEF’in Çocuklar için Hesap Verebilirlik, Haklar için Savunuculuk Projesi (ACAR)” olan “Türkiye’de Çocuk Hakları Konusunda Güçlü Hesap Verebilirlik İçin Güçlü Sivil Toplum: Merkezde ve Yerelde İzleme, İş Birliği ve Savunuculuğun Güçlendirilmesi Projesi kapsamında bu yıl içerisinde proje çağrısı yayınlanmıştır. Hatay Barosu Başkanlığı /Çocuk Hakları Komisyonunun başvuru sahibi olduğu projenin diğer  ortakları, Hatay Denetimli Serbestlik Müdürlüğü, Hatay Çocuk ve Gençlik Ceza İnfaz Kurumu ve Mustafa Kemal Üniversitesidir. Proje kapsamında suça sürüklenen çocuklara çocukların gelişim evreleri, sosyal medya okur yazarlığı ve iklim değişikliği konularında eğitimler verilerek ayrıca kendi aralarında resim ve bilgi yarışması düzenlenecektir. Proje henüz değerlendirme aşamasındadır.

PROJECTS/ EUROPEAN UNION COMMISSION AND DEVELOPMENT AGENCIES PROJECTS

      Within the scope of the Erasmus+ Program and Development Agencies Projects during the 2024 call for proposals of the European Union Commission, under the chairmanship of Hatay Chief Public Prosecutor, Mr. Ahmet Çelikkol, for the preparation and evaluation of Taiex, Erasmus+ and local projects by the Hatay Probation Directorate; With the participation of Mr. Ali OKUR, the Public Prosecutor responsible for the Directorate of Penal Institutions and Probation, Hatay Probation Directorate, Hatay Open Penal Institution Directorate, Hatay Children and Youth Penal Institution and Hatay T Type Open and Closed Penal Institution Directors and the staff responsible for the projects. A meeting was held at the Hatay Probation Directorate on 12.04.2024, and in line with the principle decisions taken within the scope of the meeting, local, national and international projects were carried out for the reinstatement of the detained and convicts in the Hatay Probation Directorate and the detainees and convicts in the Hatay, Open, Closed and Juvenile and Young Penitentiary Institutions. It has been decided to prepare and complete projects in order to prevent crime, to ensure that their free time is spent well, to open vocational training courses for the underemployment that occurred after the earthquake in Hatay province, to reduce the reasons that push convicts to crime, and to ensure that they become productive and responsible individuals who respect the laws and social rules.

1- INTERNATIONAL PROJECTS

     Among our 2024 Erasmus+ and Taiex projects; There are educational projects carried out in various fields such as training, supervision, follow-up, employment and improvement activities for young and adult offenders who have been given probation measures.

        Within the scope of TAİEX projects, a project on study visits has been prepared for personnel working with children in the probation units of EU member countries, to examine the legislation regarding the juvenile justice system and services in Europe and to observe on-site the measures and practices given for children within the scope of probation. Our project has been accepted by the European Union Commission and a study visit will be organized to Lisbon, the capital of Portugal, in June 2024.

     During the 2024 Erasmus+ call for proposals; KA122 Adu, a project in the field of adult education on mentoring and digital competencies in adult education has been prepared and the project is at the evaluation stage.

     In addition, during the 2024 Erasmus+ call for proposals; An application has been made to the Erasmus+ KA220 project to prepare a sexual crime intervention program for those who have committed the crime of sexual abuse during their social lives in society and have been sentenced by the court.

      The project applicant is the Hatay Probation Directorate, the project partners are the local Hatay Child and Youth Prison Institution and Mustafa Kemal University, and the international consortium members are AHORA in Spain and CYA in Hungary. Within the scope of the project, an intervention program for sexual offenders will be developed. The project is still in the evaluation phase

2. LOCAL PROJECTS

A. I AM STRONG WITH MY PROFESSION

      As Hatay Probation Directorate, we applied to the open call for the SEECO project carried out by the World Bank through the General Directorate of Development Agencies in April 2024. The aim of the project is to develop an inclusive and sensitive approach to social cohesion issues regarding the participation of guest and host communities in economic life in the planning and implementation processes of Social Entrepreneurship, Empowerment and Cohesion Project (SEECO) activities. The aim of the project is to provide 200 women and young people who are in charge of Hatay Probation Directorate and convicts in Hatay Open Penal Institution Directorate and      Hatay T Type Closed and Open Penal Institution Directorate, to acquire the profession of welding and to ensure their employment in the society. The project has been applied for and is in the evaluation phase.

B. PREPARATION FOR SOCIAL LIFE

      A project call was published this year within the scope of UNICEF's Accountability for Children, Advocacy for Rights Project (ACAR) "Strong Civil Society for Strong Accountability on Children's Rights in Turkey: Strengthening Monitoring, Cooperation and Advocacy at the Center and Local Project" . Other partners of the project, for which Hatay Bar Association Presidency / Child Rights Commission is the applicant, are Hatay Probation Directorate, Hatay Child and Youth Penal Institution and Mustafa Kemal University. Within the scope of the project, children who are dragged into crime will be given training on the developmental stages of children, social media literacy and climate change, and a drawing and quiz competition will be held among themselves. The project is still in the evaluation phase.
